Group Health Board of Trustees

As the governing body of Group Health, the Board of Trustees hires the chief executive officer and sets the strategy, policy, and direction for Group Health. Eleven trustees are elected by Group Health members. They serve three-year terms. Any trustee who serves three consecutive three-year terms is not eligible for re-election.

  • Susan Byington, chair

    Resides in: Seattle

    Education: Bachelor's degree in history, University of Washington; certificate in executive development program, Business School, University of Washington

    Professional background: Retired health care and human resources executive. More than 20 years as a member of the executive leadership team and as vice president, Human Resources, Providence Health & Service. Former chief human resources officer for University of Washington Hospitals, City of Seattle, and METRO. Volunteer leadership experience includes chair, Washington Citizens’ Commission on Salaries for Elected Officials, vice chair, Group Health Foundations. Certified mediator.

  • Bob Watt, vice chair

    Resides in: Seattle

    Education: Bachelor's degree in sociology, Portland State University; teacher's certificate in special education, Western Washington University

    Professional background: Retired from The Boeing Company as vice president, government and community relations. Former deputy mayor for the City of Seattle under Mayor Norm Rice. More than 40 years working in, leading, and volunteering for non-profits including Greater Seattle Chamber of Commerce, Family Services of Seattle/King County, and Youth Eastside Services. Chair of the Board of Casey Family Programs and on the advisory Board of the Institute of Learning and Brain Sciences at University of Washington.

  • Katie Bell

    Resides in: Seattle

    Education: Bachelor's degree in business administration, Washington and Jefferson College; master's degree in health administration and business administration, University of Pittsburgh

    Professional background: Chief operating officer of Neighborcare Health. Over 20 years of health care experience working in leadership positions with hospitals, physician groups, and community health. Clinical assistant professor at the University of Washington School of Public Health.

  • Ruta Fanning

    Resides in: Olympia

    Education: Bachelor's degree in biology, Pacific Lutheran University; master's degree in public administration, University of Washington

    Professional background: Career began in private sector finance and moved to Washington state service including 28 years of senior executive-level positions such as director of the Office of Financial Management. Former positions include director of the Higher Education Coordinating Board and vice president for Finance & Administration, The Evergreen State College. Most recently served as the legislative auditor, Joint Legislative Audit and Review Committee. Board experience includes Nisqually Land Trust, Citizen Commission for Tax Preferences, and The Olympian Editorial Board.

    Professional background: Hospital CEO. Policy analyst with state and federal organizations. Retired after serving 30 years as president & CEO of Washington State Hospital Association. Adjunct professor, Gonzaga University. Adjunct professor, University of Washington.

  • Phillip J. Haas

    Resides in: Issaquah

    Education: Bachelor's degree, Northwestern University; master's degree, University of Chicago

    Professional background: Retired as vice president at Aetna Life Insurance Company. Over 40 years of experience in health care insurance and finance working for insurers, providers, and freestanding networks. Serves as clinical assistant professor, Department of Health Services, School of Public Health at the University of Washington.

  • Harry Harrison Jr., MD, MAT

    Resides in: Auburn

    Education: Doctor of Medicine, University of Wisconsin–Madison; master of arts in teaching, University of Alaska-Anchorage

    Professional background: Semi-retired after 30 years practicing pediatrics and neonatal medicine in Alaska and Washington. Served on the medical staff at Valley Medical Center and Seattle Children's. Former assistant clinical professor in pediatrics, University of Washington. Chair and staff in division of pediatrics, Auburn Regional Medical Center. Former stakeholder advisory panel member for the Patient-Centered Outcomes Research Institute (part of ACA). Currently provides volunteer pediatric care service at a skilled nursing facility.

  • Jennifer Joly, JD

    Resides in: Tacoma

    Education: Law degree, Seattle University School of Law; bachelor's degree, University of Washington

    Professional background: Leads Pierce County Government Relations. Former chair of the Public Disclosure Commission. Has held a variety of executive-level legal and policy positions, including general counsel and legislative director to former Gov. Gary Locke. Served as counsel to the Washington state House of Representatives.

  • Dorothy (Dodie) A. Ruzicki, PhD, RN

    Professional background: Director, Education, Providence Health Care (Spokane and Stevens counties). Forty years as a registered nurse, health professions educator, and health care leader.

    Professional Background: Over 30 years working in public and private sectors including director of Department of Labor and Industries, member of Washington State Investment Board, Board of Industrial Insurance Appeals, and managing self-funded workers compensation insurance for Boeing. Member of the National Academy of Social Insurance. Currently advises on strategic government relations.
